Yes the invite was always there, Rock publicly turned them down because he was on his high horse. He caved because of how the Black Adam stuff turned out. Not only did it bomb, but they also started a smear campaign against him. This cameo/post credit wasnt filmed when they were beefing.
I wouldnt be surprised if he is up for doing Hobbes and Shaw 2 now as well. Writer/producer made it seem like they were really wanting to do it, but it was up to The Rock if it happened.

Them advertising it with the rock in the movie when it's just a cameo is due to the tix tracking.

Say what you want, but that'll pull more people in to watch. One last big payday for the whole cast and they end the series without any drama between anybody (for those that don't know The Rock and Tyrese been cool and close for years now).

If they can keep that drama-free, family vibe going up until the last movie, the audience would love that.
