Yes the invite was always there, Rock publicly turned them down because he was on his high horse. He caved because of how the Black Adam stuff turned out. Not only did it bomb, but they also started a smear campaign against him. This cameo/post credit wasnt filmed when they were beefing.
I wouldnt be surprised if he is up for doing Hobbes and Shaw 2 now as well. Writer/producer made it seem like they were really wanting to do it, but it was up to The Rock if it happened.

Them advertising it with the rock in the movie when it's just a cameo is due to the tix tracking.

Rock always wanted to do Hobbs & Shaw 2, he wasn’t necessarily the holdup.

Also Rock could definitely use a hit right now but rumors of his “demise” are greatly exaggerated, he’s got four films in production right now. Once your as plugged in as a brand as The Rock is, you’ll always have opportunities. I highly doubt Rock went hat in had begging Vin Diesel to return like Oliver Twist asking for more food. Both of them understand the importance of good business and its good business for Rock’s character to remain a part of the franchise for spin off potential.

With those Rock leaks apparently he didn't want to be tied into Shazam...the character Black Adam is tied to...so it was kinda doomed right there. Then bs about him trying to undercut/derail Shazam ...Rock made someone mad in Hollywood.
