I guess you gave up on the idea of reparations after seeing the US debt is over 17 trillion.

Black on Black crime is interconnected with many things so changes in many facets in the black community is needed to help curb BOBC.
IMO it starts out with the decreasing the staggering number of black children being born outside wedlock
By decreasing the birth outside of wedlock it-----> Decreases the chances of a single parent household----> Increases the chance of income in household (B/c there are two parents potentially generating income----> Less chances of child being exposed to the negativity in the streets---->Less chances in joining a gang---->Less likely to participate in crime---->Black on black crime could potentially decrease.

Now this is just an educated guess and it does not necessarily mean it could directly correlate with anything I said.

while i don't disagree with the premise of what you are saying, how exactly do we bring this into being... do we just say people should get married before having children and *poof* it comes into being? how do we get to the point where most black children are born into two parent families?
