I think its kinda fukked up. Because someone could owe child support for a kid that's not theirs just becuase the signed the birth certificate even though the DNA test says its not theirs and not get a check.

What if a 'debt' someone has is having their wages garnished because of crime they committed and they have to pay back the person they wronged? For example the female rapper Da Brat owes a chick 8 million for hitting her with a bottle and causing brain damage.
Game owes 7 million for sexually assaulting that reality show chick.
