They are doing this to give voices to the smaller developers who are against this, and for that I commend you sony
Throwed the fukk off. If a company pays 80 Billy for a publisher they have the right to do whatever the fukk they want. He is afraid that the video game business model will forever be changed and they have to change their approach to gaming forever.

Up until this point PlayStation was essentially an unchallenged monopoly in the high end game console space. Let's be real here Microsoft didn't sell enough to really impact them for the last generation. Suddenly they go from that to someone making moves they can't easily counter that stand to somewhat level the playing field. Of course they're going to try and fight this.
