I would say judging players in the most important tournament is a pretty good place to start. Its like judging NBA players by what they do in the playoffs or finals than the regular season.

FTR the list of players you listed as better strikers than Lukaku is laughable. Especially the cac Kane that can't even dribble the ball or go at defenders. He only scores on penalties or set pieces. Very embrassing IMO.

Lukaku showed more against Brazil than Kane has done in his life.

The reason Kane only scores from penalties or set pieces is because England only really scores from set pieces or penalties. They have only scored 3 in open play Alli, Linguard and Kane which he knew nothing about
He scores all types of goals week In week out in the premier league against all teams unlike Lukaku who often goes missing against the top teams
The majority of his goals come against the bottom 12 of the league

um...no there was actually a statistic somewhere that Kane gets the most chances in the premier league and also misses the most chances. Lukaku barely got service playing for Mourinho's United side.

edit: just checked, Kane came in first place and shot 184 times at goal last season and Lukaku only shot 87 times last season and his conversion rate wasn't better than Lukaku's
