I never understood this about soccer.. how do they determine when the game is over? the clock is stopped. but they still playing

they dont stop the clock at any point during the game, so they on a minimum amount at the end to make up for time when the ball is out of play or for injuries. but even once that time is up the ref decided when to whistle it over

Depending on injuries and other f*ckery, since the clock keeps going and there's no stoppage, the ref determines how many minutes extra is played after regulation has settled due to stoppage. It usually says up top like "4 or "5 meaning they'll play 4 minutes after the 90 mark
