As everything in WWE it will work for a couple of weeks or 1 PPV because it will be something "new", but then they'll book themselves into a corner and fukk everything up
And they already have a brand split with NXT. No need for another brand imo.
If they remain a taped show, then yes.
Brand split doesn't really mesh with Raw being a 3 hour show or with NXT as a super Indy they can tour with instead of as a developmental show. They can have most of the guys stay on raw and fill out the 3 hours and go with the HHH brings the best of NXT to Smackdown but then NXT dies a death with Baron Corbin as top star

So wouldn't they have to bring back another World title and another set of tag team titles? They have the talent to do it for sure but they cant even book the IC and US title right. So you know they wont be able to do anything with even more belts. They just simply need to feature better writing and matches that people want to see and everything will be fine. It will never get to the point that it was in the late 90's but that's ok. With a good product they can keep and add viewers who want to be entertained.
All they care about is protecting Cena and now Reigns..that's not a good formula for Raw or Smackdown going forward. It's a joke.
This needs to happen.

I would only be in favor of the brand split if someone different runs SD from whoever runs Raw. Like when Heyman wrote for SD.
