Men are built to impregnate as many females as possible. We can debate all day long about how Men need to "Man Up to their responsibilities" "Be a Gentleman" etc. Women are built to
select the fittest mates who will be able to provide for their offspring. It is not a man's biological job to select himself out of the gene pool. That is like telling a defective sperm he should not impregnate the egg. Sure you can try it - But not the most efficient way of going about things. And any scientific solution to that problem should focus on the considerably smaller hundreds of eggs the female has rather than millions of sperm.
The policies and perspectives we have today are all fueled by euro-centric arm-chair sociology. It's like insisting that wolves should act independently of packs and learn how to negotiate with deer peacefully on which deer should be eaten and which should be allowed to live.
Southeast Asia reduced it's poverty rate drastically by literally having government officials hand out free condoms everywhere in the 90's. HIV rates were skyrocketing and they got it back down again to manageable levels. If that shyt can work in 3rd world countries it can certainly work here with some tweaks to the programs. You can target the Men but it's ultimately the Women who should be fulfilling their natural biological role.
The most effective programs in society are the ones based closely on biology. To think that you can un-do millions of years of evolution with a couple thousand years of advanced civilization is not only foolish but flat out stupid, and in most cases the current status quo seems rather
