50 wasn't the first artist to freestyle over a beat. But he was the first artist to take someone elses beat and make it his own song, and do this over a full length projects. Pror to 50, mixtapes were just a collection of different artists freestyling, leaked tracks and exclusives. There was no such thing as an artist driven mixtape, or fully fledged songs over someone elses beats.
