They literally state that the list includes only people born in northern Californian, which in itself is a dumb criteria. To leave out someone who might’ve been born during a trip, mom was doing a course in another city for a short while or something

You are hung up on Too short, he might just have slipped through the cracks. Perhaps they just assumed he was born there since it's rarely mentioned as it is with Spice 1. Might be others on the list who are born elsewhere too.
Maybe cause Texas to Cali is something people remember than moves within Cali, who knows why.
