1. Sowell in the OP admitted that law enforcement is a big issue. His words: "It is the legacy of a liberal-left vision of the world and the policies based on it, both as regards law enforcement and welfare. Welfare alone has had an enormous impact."

2. Welfare inherently encourages the breakdown of the family unit. A woman receiving welfare/free housing/food stamps is penalized (if not displaced from welfare) if there is another adult (presumably a male/a father) capable of making additional income. In doing so, it promotes women being immoral---having children (more kids, more $$$) but cutting off those children's father(s). This definitely plays a big role in the destruction of the black family unit.

Just because he chose to focus on welfare, it doesn't mean that he completely ignored law enforcement. Law enforcement speaks for itself: you do the time, you do the crime. And it's obvious that blacks have a difficult time with law enforcement.

I'm assuming he expanded on welfare because, as a black economist, he possesses more insight/knowledge about the ins and outs of that system and its economic impact on the black community.

but i agree and to answer your question... Yes, many white people are on Welfare. No , nothing is wrong with that because welfare is income based and depends on number of children -- no society that want to claim to be civilized will Do away with Social welfare programs.

He is contributing to the stigmas associated with black and poor people. He is pushing the same IDEAS that Ronald Regan was pushing. the imagery of the 'welfare queen'.

The so called welfare queen represents less than 3% of cases -------- and half of those are white women. This only serves as a way to enforce white supremacy and to ignore the real cause of mass poverty, etc --------- which is early childhood education and Huge Wealth Gaps in this nation.

The majority of people on these programs aren't completely complacent. Some are just poor and struggling. Some weren't even born into realistic situations that would allow social and class mobility.
A few of these people will slip through the cracks - BUT regardless of race - we don't live in a nation that is built for mass class mobility.

OK, but maybe in his opinion (and this is likely the case), welfare impacts the black community more than the g.i. bill and redlining.

You're unnecessarily conflating the issue of whether welfare adversely affects the black community by introducing redlining, the g.i. bill, etc.
