Jean admitted that she has trouble getting into Storms mind. This was prime Jean post Phoenix Saga. Storm has demonstrated psionic resistance and psionic feats herself. She's an elemental empath.

1. Storm control's multiple forms of energy including EmM energy...When she is manipulating the energies to create weather phenomena she is playing with the EM spectrum on a great scale...She should be able to accomplish the same feats as Magneto...
2. Storm has been able to reprogram the Hulk's mind and free it of Onslaugt's possession with a combination of her lightning and a telepathic jolt by Cable in Cable #44...Just as Cable stated electricity is just like mental synapses...
   
3. During a near death experience Storm was able to creat an astral projection of herself...Where she met Jean and introduced her to her parents...She was also able to redisgn the astral plane...All occuring in Xtreme X-men #18...
4. Storm was able to fry the brain of Elias Bogan (whose power is said to rival that of Shadow King) with the combination of Rachel's powers, She withstood and nearly broke free from an assault of the combine efforts of Oracle, Psylocke and Professor Xavier...These are just a few of her will power/psychic defense feats.

Yeah she can do these nice psychic feats but that can't make up for the ridiculous raw power some of these higher tier characters have. Most of that shyt ain't rocking with Thor at his strongest. And yeah she can reprogram hulks mind but she couldn't never actually beat the nikka in a fight. Trust me she don't want no smoke with world breaker hulk. But Thor at his very strongest could definitely put a fight against him
