From what I gather, the girl wasn't "hoeing" - she was twerking for a boy in a video, online.
Why she did it, idk. But I do know that her mother used abuse, rather than discipline, on her daughter.
I also know that abused children are more likely to engage in risky [sexual] behaviours, because they don't embrace their worth.

Some judges are over the top, that's on you to do your homework on the judge. Once again, this is a life rule. You live and you learn. How you are able to navigate will tell you how far you can go and what is the peak of your efforts to get where you need to go.
