Uncertain grounds
Some wikipedia gems to further enhance discussion:

Time has been a major subject of religion, philosophy, and science, but defining it in a manner applicable to all fields of study without circularity has consistently eluded scholars.[4] A simple definition states that "time is what clocks measure".

:merchant:

Two contrasting viewpoints on time divide many prominent philosophers. One view is that time is part of the fundamental structure of the universe, a dimension in which events occur in sequence. Sir Isaac Newton subscribed to this realist view, and hence it is sometimes referred to as Newtonian time.[6][7] Time travel, in this view, becomes a possibility as other "times" persist like frames of a film strip, spread out across the time line. The opposing view is that time does not refer to any kind of "container" that events and objects "move through", nor to any entity that "flows", but that it is instead part of a fundamental intellectual structure (together with space and number) within which humans sequence and compare events (such as, change of conditions within an ever-present, allowing an endless 'succession' of changes). This second view, in the tradition of Gottfried Leibniz[8] and Immanuel Kant,[9][10] holds that time is neither an event nor a thing, and thus is not itself measurable nor can it be travelled.

Time, though, is a human construction.

Hell, "human" is a human construction. What is human? What is a dog? We really are just whatever we are. Whatever that is.

Placing labels on things, in some ways, limits our thoughts of possibilities.

Welcome to the abyss! :krs:

so can we control this sense of "time" to make events go by quicker/slower?

So time is a social construct? How when it exist regardless of us realizing it. If you fell into a comma.. your dog might still be dead by the time u wake up. Time didn't stop for you just because you're not realizing the social constructs.
