Its a slippery slope, the deal is really null and void because @O RLY is using coli funds and consequently has to adhere to all the rules and regulations related to spending them...he didn't issue any solicitations, (e.g. RFP, IFB or RFQ) but #TnT STILL took him on . The only way to justify this before #TnT's financials get audited is to somehow have a certain poster issue an IDIQ with a cap of 25 million on #TnT's behalf for say, a period of 2 days, (through Friday as @61 Corpses suggests). That way any random transactions or the lack thereof won't have to be cloak and dagger and will protect from any IG findings.
