that assumption is valid when the government caters to your foreign language and you live in a community that caters to your foreign language

The rest of social life? How many hotels/foods/groceries stores/ restuarants have bilingual menus/signs for literally everything?( McDonalds, Chic-Fil-A, Hampton Inn doesn't. Maybe in high concentration areas in Cali and Florida but there are 46 other mainland states.
I know it seems like it to Americans, but life isn't that geared to non-native speakers. Just cause you see the word bano on the bathroom door doesn't mean you can navigate an entire 12hr period without a solid English skill set. The reason so many stay in their small communities is because they know they will be understood so the community cater within themselves with grocery stories and restaurants.
Haven't you seen older Latinos struggling with money conversions at checkout and getting change so they always pay with big bills or have their kids to count?
