Im suprised thats what everyone got from this. Sounds like Short was threatened by Pac,or trying to protect the young nikkas he had around him. He said from watching Pac "If my guys catch wind of his ambition,they might cling to him". I dont think you can be a Pac fan and not acknowledge he was an acquired taste. I could see his energy being exhausting,especially for someone as laid back and chill as Too Short. But Too Short is crazy saying it aint nikkas in Oakland that acted like Pac. There was plenty of nikkas that resonated with that part of Pac ,and thats probably what Short was afraid of. Once you get older and value your life,Pac isnt someone you would probably want to be around. But plenty of young cats in the bay and everywhere else who dont value their life enough to not move and talk recklessly.
