And with survivor series next month and Lesnar potentially being a storyline, where does Austin theory fit in?

For some reason, I could see Theory being in the match in Vince's era (and not for the obvious reason). Let's say someone got injured or Theory caught momentum at the right time. Vince had a tendency to roll with it and see if that could lead to something more. Like Santino being in the Chamber or Dolph being in the Survivor Series tag match. Maybe he does nothing afterwards, but guys would at least get the opportunity.
Triple H doesn't do stuff like that. He would never put someone like Santino in a main event match like that if someone got hurt. He sticks with what he knows and what makes the most sense. If somebody got injured, he'll get the next main event guy to take his place without missing a beat.

War Games is just the 5v5 matches with a cage and without the elimination format. It makes me wonder why they can't make it elimination because it would fit the concept.
