After this..the state and local governments need to stop the goddamn bullshyt and upgrade the city wide drainage systems (from 10 year to 25 year) in HOU. Too costly my ass..You better sell some bonds, you got a fukking responsibility to your citizenry to protect the city as best you can.
Houston is too much of a flood Mark to have worse system than San Diego. Houston should have the best flood system in the country
