To specifically answer the question the hotspot will use your phone as a wifi to broadcast to your laptop. I'm assuming you don't have internet or cable.

Im just always skeptical of shyt like that, I don't trust the government to have peoples best interests at heart. Releasing reservoirs into a already heavily flooded area seems backwards as fukk but I am not an engineer
