It's an extremely sloppy policy.

I would imagine a lot of the contractors and embassy staff who willingly work in China are also American Chinese. I would assume that Mandarin/cantonese speaking American Chinese are also a pivotal part of America's national security strategy. These are exactly the kind of people you dont want feeling hate from their own government.

So it's not a stretch see them suing when the federal government tells them that they can no longer be intimate with their wives or girlfriends. It may legitimately create traitors where there weren't any beforehand.
