I'll even own up to playing extremely small portion for the crime rates for the 90's.

I was also attached to the National Guard and a lot of them tend to be government workers so they left their government jobs for a sightseeing tour of DC while getting paid leave from their day jobs with their Guard checks.
Postal Police employees who get paid to do whatever they do get OT to hit the smean streets of Georgetown giving warnings to Co-ed's clubbing at Dupont Circle.
I'm just glad my tax dollars isn't paying for this waste of time because I don't pay any taxes.
