No its not. This is not a monarchy and its not even a federal building when is "power" would mean anything. If John mcCain doesn't want him there he wont be there.

And although the US had not “officially” recognized a state religion, the Episcopal Church (the American branch of the Church of England), is the unofficial state church of the USA and is synonymous with the presidency. The Washington National Cathedral, which is the seat of the Episcopal Church in the US, is not going to turn away the office of the Presidency.
And no, it’s not a federal building but McCain’s funeral is a national service. So they have contingency plans for things like this.
