USA always been racist but the American flag wasn't created as an explicit symbol of racism. The Confederate flag was explicitly made to say, "We won't be part of a country that doesn't allow us to expand the slavery of black folk as we please." There was no other reason for it to exist.

The "but" part is the most significant part, because "but for" the Country never acknowledging and reconciling issues around slavery then the Confederacy has become the face of slavery rather than the United States as a whole.
