They didnt start off with camps. They started off with jailing and deporting immigrants and then moved on to targeting an ethnic group that had been hated for centuries(jews). Nobody cared that they were going for communists, trade unionists, immigrants, etc. The lack of solidarity lead to them pushing things as far as they did.
