All they have to do is promise to withhold federal funding from districts who don't get with the agenda. Schools bend over backwards to meet federal standards when their funds are tied to it - just look at what happened with NCLB and testing even though that's a massive burden on the students and staff.

Yes sir, I'm aware. My point is that there are districts that don't toe that line and rebel anyway. Usually wealthier ones that don't care about the money, but also the more knuckleheaded zealots who don't want to be told what to teach their kids. A conservative move in that same vein will yield similar results: a lot of "liberal" districts would simply go their own way while suing in court about the constitutionality of the federal decree in the first place.
Point being, this is a lot more nuanced than the OP issue would have you believe. I don't doubt Trumpling intent, far from it.
