i can see this as a loyalty test for his recently appointed sc justices and the right leaning sc in general. they want to see how far they will let him go with executive orders.

is it a distraction? absolutely. hopefully candidates are smart enough to connect the inspiration for maga bomber, synagogue terrorist, and this bad idea to the divisiveness and negative tone from current leadership (or lack thereof) in this country.
