Well, I think you're both right in a way.
However, even if a white person with a non-racist past said it, it still wouldn't have been appropriate either. I feel like Black people should be the only ones saying and determining who's Black based on “such and such” reasons.
No white person, racist or not, should be speaking on who's Black and who isn't, even if the point being made poises a legitimate discussion, such as Biden's statements about Trump, which, in theory, were legitimate, due to the optics of what a Trump presidency would mean for Black people moving forward, as what we're witnessing now, but he's not the one who should be pointing out those observations.
That's like if a white person is blabbering on about what Black people or Black communities need to do “this and that”, etc. Their opinion is void; it doesn't hold any weight since they're not Black and can't relate to such experience or aspects that matter; in other words, it doesn't concern them.
