This is just fantastical thinking. First, the judiciary will almost certainly not allow the executive to bypass congress and not spend funds the way they were appropriated. Second, it's not like you can just fire a bunch of people who work directly for, or are contracted by the federal government, and not see any long-lasting reprecussions in the economy. You're going to have to use those funds to address the spikes that are bound to come to unemployment and requests for additional social safety nets from the public at large. Not to mention, the ramifications of injecting hundreds of billions if not trillions of liquid cash into the hands of consumers, outside of a very unique circumstance. If inflation was bad after covid, who knows how bad it might get if you quadruple the 2020 stimulus.
