In a broad sense yes that's essentially the foregone conclusion of the dossier but their are situations and instances in the dossier that supported that. This is why the fbi wanted a warrant.

There were details in the dossier that corroborated with information they had previously known including the Russian hacking. The Papadoplous convo was what made FBI suspicious.
