As they go on with the series the countdowns are getting worse in my eyes, the first few didn't come off so heavily slanted towards WWE but to have a list where Hollywood Hogan is the 5th best heel of all time is just absurd to me. I won't even get into Randy Orton(I'm a fan) being number 3 or 4

He was pretty much on the back burner the whole way it was clear they were prepping Austin for next and they struck gold with Bret Harts anti USA tweener run, HBK was in the cut as well.

He was honestly a non factor till the HBK feud popped off if you really look at it.
