The business is over-exposed. They think the answer is more content, but it's not. This remains the core problem for WWE and why it's become so boring (comparatively speaking to previous years).

the alignments in OP seem about right to me. Reigns as the corporate mega-heel being favoured by the office over the fan favourite "workrate guys". That's good heat right there.

I think Dean Ambrose can be salvaged, if he gets a completely new persona and wrestling style. Have him turn heel and go back to his mercenary type character and wrestle a methodical style. His offense is super lame but he has that charisma. He could spin off of a heel run with a revamped persona and be super over as a babyface.

I don't think Harper is a main eventer, honestly. No one is main eventing Mania wearing a stained wifebeater. He's fine as Bray's top ranking henchman. If he fights a main eventer, it should be on some " gotta get through him to get to Bray" shyt.

I'd make a little tweak and have AJ Styles and Cena lead the Bullet Club as heels to protect the Authority against a face Wyatt Family, featuring KO who works with them from time to time. I'd also add Cesaro to the ME face list when he returns and have him win the Rumble either next year or 2018 as the new Face champion to retire monster Lesnar who is being misused to all hell.
