The Minneapolis murder rate in the 90s was pretty high. Comparable to Baltimore, DC, Oakland and Newark today but not as bad as St. Louis or Detroit today.

It's way lower now. I don't know about St. Paul, as I never go there and consider it basically a suburb of Minneapolis.

But, if these stats are to be believed Minneapolis has a higher rate of Violent Crime, Murder, Rape, Assualt, Robbery and Property Crime than San Diego.
