Basically London invested a lot into the concept of safe cabs after a series of assaults on women occurred. You couldn't operate a taxi without vetting, and if you were caught operating an illegal taxi the penalties were stiff. Uber blew that out of the water, as background checks for uber drivers wasn't happening. London pushed back, and here we are.

That test is just a waste of time for drivers, and just another way to milk money out of people. This isnt the 1950s.
