They absolutely can, but they just won't, as it would turn into WWIII. Remember, NATO had no problem deploying troops to Afghanistan. There's a huge distinction between actively being at war and being involved in a proxy war. Despite what some folks here want to believe, NATO's support to Ukraine hasn't turned Ukraine into a military superpower. So the idea that Russia is fighting NATO rather than Ukraine simply isn't true.
