When conservatives talk about American "tradition" they're talking about the days when nobody other than rich white men had any rights. To that end, they purposefully created these anti democratic structures to prevent any sort of popular rule because they still thought of themselves as knowing what was best for the country. They wanted an oligarchy, not an actual democracy.
