Depends. Was this a maintenance issue? The FAA oversees the people and owners who do the maintenance. Was it a bird issue? The FAA monitors for birds. Was it a tarmac issue? Was this negligence?

The FAA's role is to regulate, set standards, and provide funding for airport development and maintenance, not to perform the actual work.

So if the FAA isnt getting paid properly it can cause a dominoe effect.
