what I´m saying is I currently live about 45 minutes drive from guerilla controlled territory, Yet where I am it´s ¨safe¨ meaning the Guerillas rarely attack where I am because there´s a lot of security.

You never hear of them killing a Mayor or a Governor in these regions why because where they live they have enough money to be relatively secure.
