Reading about this case, his father was in the military but not yet a citizen when he was born on the base in Germany. At that time his father had a Jamaican passport, so when he came to the US as a baby / child, he was listed as Jamaican hence being deported there. I think he also had criminal offenses which probably limit his ability to get US citizenship.

His father was not a US citizen at the time, but a citizen of Jaimaca who joined the US Army.

A child born on a US base, is not automatically a US citizen if his parents are not US citizens.
