No, what they basically said is that today's model, with online passes and the like, will continue.

Today's model allows for drm therefore tomorrows model will as well. The difference is that this is something publishers are pushing for now, so if they utilize it on one system the will utilize it on the other.

What y'all are forgetting is that it's up to the publisher on Xbox one as well. Publishers can release games with NO restrictions on Xbox if they want to.
