I believe Biden was "politically dumb" rather than racist, he was for housing integration but not mandatory school busing, over 40 years ago.
It doesn't make sense for a bigot to campaign for black and caucasians to live in the same neighborhoods but think that forcing kids to go to school far from where they live with strangers they never see isn't the way. Dude was the black folks champion in the city.
