I'm gonna side with the waitress because two things, you don't right that many zeroes after 2 dollars, and second did he really mean to give her two dollars, he was really trying to be that cheap or did he say two dollars because of the two at the front and it makes more sense (at least to him), the bill was 25 dollars.
