Insures it for 2.2 million.
Intentionally drives it into ocean and tells insurance company he was distracted by his phone
or maybe a pelican. 
Unfortunately for him, someone filmed the whole thing because, well, you don't see someone driving a Bugatti everyday.
He's now facing 20 years and has neither a Bugatti nor 1 million dollars.
