An ITIN does not provide work authorization and cannot be used to prove work authorization on an I-9 form; which might be why they need Social Security Numbers.

Not gonna tell you what government agency I work for, but some of them do actually steal SSNs. I’ve seen it myself on multiple occasions at work. Not saying it’s rampant, but it does happen. It’s usually not caught until the person who the SSN is actually assigned to tries to do certain actions with Social Security. Sometimes that may not be until that person is in their 60’s.

The ones that do steal an SSN don’t really reap the benefits of the taxes from their wages, because they’re not being credited for those taxes paid, the person who that SSN is assigned to is. It’s a pain in the ass when discovered.

You can't just use someone's SSN to apply for a job..the ID needs to match
You and thief will be using the same identity (SSN, id)to work at different locations
It'll be noticed as soon as you file your taxes
Or you will get a letter from the IRS for unreported income
