Nah Cj tried his best to keep his people afloat, but it was too much going on. I think it was his sister that actually convinced him to leave the hood where it's at. Cj was simple minded as well.

What you're talking about is not canon. GTA 5 and GTA SA are in different universes. Ballas and Families are just based off of Bloods and Crips and so they appeared in GTA 5 again.
