Mental illness reigns supreme in this era

A hospital has a board and a chain of command

I guess it’s possible, but I think this example is a stretch. All he did was said stuff that’s probably written in a handbook at the hospital he’s working in. He didn’t even make a comment about her directly other than complimenting her.
