Unless I'm mistaken this is from a randomly generated mission eg convey or crime stopper so it's not like it's a main story mission.
Every single one of those people are random unless they're part of the story.
You're really going to say it's more likely that ubisoft a French company with a studio in Canada is going to make a comment about a shooting in Florida that happened a year ago than that they randomly assign names and identities to npcs and this one just had a dubious name.
