Your DC and Georgia reports shows both sexes, so those are valid comparisons where it shows Black women are suffering from IPH more than Black men.
Your last one, NY, shows the gender breakdown and the racial breakdowns, but separately from each other. So you can't get a direct comparison between the genders in a particular race. So that study is not that useful in this discussion.
