I mean, the solution you present is an obvious way to stem the foolishness. Japan employs something similar to what you describe. The problem here is that gun ownership is protected by the constitution. Any effort to regulate this mess will continue to get struck down by courts. The crazy part is that gun storage and usage laws were actually stricter around the time of its ratification. It's continued to loosen and loosen. Madness.
